If she mean she give me F for grade for writing, I agreement but I no happy. That why is why I still working on my English for beautiful English.

Now, my little question for you all good people at heart. Please help for me. If election May 2000, deputies and senators for at least 4 years, why elections necessity in 2003, and no in 2004? I no understanding at all. I very, very seriously serious. I dying for answer better explanation for me.
