In a story bearing Jane Regan's byline filed on10/16/2003 for the Christian
Science Monitor, we read the following:

<< ...The Constitution calls for legislative elections this year and

presidential elections next year. >>

It is not the case that the Constitution calls for presidential elections
next year (2004). Presidential elections were last held in November 2000.
Aristide was inaugurated on February 7, 2001. Since, according to the Constitution,
the president is elected for 5 years, the next presidential elections are not
due until 2005, and the next president will be inaugurated on February 7, 2006.
