Where is the Legislative body that would ratify Carl? Aristide is ruling the
country by decree and if Carl were to be appointed, he would be yet another
defacto member of Government. ...Of course, the fundamental question remains,
would Aristide allows Carl Braun to be the head of government as the
constitution prescribes?
