Smoking pot goes back a long way among urban youth in Haiti, but the crack infestation only goes back to the Dechoukaj/Rache Manyok campaigns of 1986-87.  The same US government that sent $ millions of counter-insurgency and crowd control weapons to the Haitian military was also doping the rebellious youth.  Shades of COINTELPRO and CIA operations.  The new twist is how LAvalas is using old addictions and other forms of corruption to create a militia of its own: the Chimères.
