To put it simply, Senou, the Tenth department was viewed and is still viewed as
a "Cash Cow" and not as a cow with rights. ...Keep in mind, most haitians in
the political and market class in Haiti do have a five year visa to a foreign
country or a foreign passport.  By the way, many members of the Aristide
government do hold foreign passports, including the "Prime Minister"
....Again,our country is riddled with contradictions.
