Colin Powell is calling for a "political settlement" but  with whom? His
imprecision is like the spin the US tried to put on the FRAPH in 1994,
calling
it the government's "loyal opposition."  With which of the several current
"oppositions" should a political settlement be reached? The Convergence?
With
Butteur Metayer and/or the former FRAPH fellows now heading the Cannibal
Army
(aka Artibonite Resistance Front or whatever)? With the former FAdH
officers
slipping in across the DR border? The Cannibal Army may be functioning as
an
"armed wing" of some opposition" at this point, but they are hardly
candidates
for a political settlement. They say they don't have a platform, so on
what
basis would they negotiate? ----nancy laleau
