The United Nations Security Coordinator, a.i., has sent the message below
to all agencies on 19 February 2004.

If there are any questions or enquiries regarding any aspect of this
message, please do not hesitate in contacting me:

     "AAA.  In view of the deterioration of the security situation in
     Haiti, and based on the recommendation of the Designated Official (DO)
     following consultation with the Security Management Team (SMT),
     Security Phase Four is declared, effective immediately, for the city
     of Gonaives and Phase Three for the rest of the Artibonite Department.

     BBB.  Phase Two of the Security Plan has been declared for the rest of
     the country.

     CCC.  Regards.  Catherine Bertini (Under-Secretary-General for
     Management and United Nations Security Coordinator, a.i.)."
