Your post left me puzzled... but the more I read it,
the more I had questions about it and decided to look
for information on the web about this INVESTMENT BANK.
I am sharing with the list some of the results that I
came up with and perhaprs Robert will explain why he
sent a Press release dated July 14, 2003 without any
comments. Was this to create a debate about this new
venture of Promobank?
Anyway, what exactly is the "relationship" of a U.S.
military officer to such an entity? It makes me
suspicous...
I conducted a search concerning the "PromoCapital"
entity and this is what I found:

This link is really the bio of Danièle JEAN-PIERRE,
Esq. a shareholder of such bank.
b)I inquired from several people I know in Haiti an
they have not heard anything about such a bank being
lauched.
IF THIS IS TRULY HAPPENINFG. This seems like a breath
of fresh air in the midst of the disaster that is
taking place in our homeland, HAITI.
Your posts states that the launch date of the bank was
September 1, 2003. Did this really take place, if YES
could you please give us more information about this
bank. I do hope that it is not a "SECRET" or that you
will not be referring me to their website like it was
done when I requested information about a political
organization(I already checked and know that the
promocapital.com has not been registered but
promocapital.net IS registered).
As for the references given in your post, I also
conducted a search on them:
a) for Mr. Henri Deschamps,I found the following:

which is basically his CV and shows that he is
associated with the Deschamps Family (which own the
largest publishing house in Haiti; and Mr. Deschamps's
CV states that he is one of the past president of the
board of Directors of Radio Vision 2000)
Mr. Deschamps'CV also states that while he was a VP&
publisher at the publishing house
(1994-1999):"Negotiated schoolbook subsidy project
with USAID, BID, UNESCO and the Haitian Government."
It would be interesting to know the terms of such a
contract between these parties and how the publishing
house came to be chosen. Was the process an OPEN bid?
Did the government send out RFP's(Request for
Proposals) from the different Haitian publishing house
that exist in Haiti...
His company also owns the sites: HaitiglogalVillage
and Intermedia (stated in his opening remarks).
b)For Michael Gay Sr., I found the following link ( I
am assuming it is the same person but correct me if I
am wrong because of the link between Promobank and
Promocapital):

this link states that Michael Gay is a Member of the
board of Directors of Promobank (Membre - Conseil
d'Administration). Quite a bit of other names from
"ELITE" families.
c)for Mr. Dimy Doresca, I found the following:

This paper which is basically a symposium report of
the Trinity COllege Haiti Program (October 2002)states
on page 9 that Dimy DOresca is a former member of the
Georgetown University Haitian STudent Association in
DC. On page 30 it states that he worked at the IDB in
DC as a Micro-Finance Consultant... and from 1996 to
1998 he was a Monitoring Officer at the Catholic
Relief Services in Les Cayes (Haiti) where he managed
a food program.
d) For Joelle Coupaud: I found the following

She is located at the PromoInter -Headquarters (Siège
Social)of PromoBank but I am not sure of the position
she occupies, but I assume she does some marketing
again please correct me if I am wrong)
LOCATION OF THE MEETING:
BTW, the general price range of rooms at the Hay Adams
Hotel in DC is: US$ 265 - 2500. The website gives the
following description of the Hotel:
"The Hay-Adams is as close as anyone can get to
staying at the White House, short of being invited by
the President. Originally designed in the 1920's as a
residential hotel, The Hay-Adams has always preserved
the ambiance of a distinguished private home. The
145-room hotel features 20 suites, some with views of

That was a "royal" location for a Haitian or
Haitian-American meeting.
GOAL OF THE BANK
Anyway let us come to one of the most imporatnt
question I have for Mr. Walton, the Haitian Finance
specialists and Haitian Economist on this list. These
are not my qualifications but I would like some
introduction and perhaps some debate about a statement
in that press release:
"...the bank's goal is simple...to INVEST in the
untapped potential of Haiti's economy..."
I do hope that this post does not sound naive and that
young Haitian-Americans who want to be educated about
Haiti, its people and its institutions can come to the
list and ask all types of question as it concerns
Haiti.
