the tragic irony with this argument is that support to civil society
initiatives through USAID-financed NGOs in the early to mid 1990s actually
helped creat a number of the most powerful "popular organizations" that
have
transmogrified into chimeres. seems that washington has managed to fuel
this
fire from both sides. shockingly horrific diplomacy here... send 20,000
troops
into a foreign country, spend 2 billion to restore its president, and then
sit
by 10 years later and watch it all come crumbling down. i think that those
who
see a washingtonian plot behind the present crisis give the bush
administration
far too much credit... i really do not think that they have the
intellectualy
wherewithal to have successfully created this tragic mess.
