It looks like Aristide dig up a hole and let himself fall into it. The very same army that he disbanded have reorganized and overthrew him again. He acted swiftly without thinking first. His revenge for overthrowing him for the first time was to eliminate the haitian army that overthrew him. He thought he did good, but look what happened, the very same army that had disappeared from the face of Haiti had reemerged from nowhere and overthrew him for a second time. What were you thinking of, Titid? When you act out of anger you realize your mistake later. If he did not disband that army, maybe that same army would have prevented him from being overthrow for a second time. It takes more than a police force of 4,000 to protect a government.
