Let's tip our hats to M. Pierre for this thoughtful, serious discussion and
proposal regarding one of the important issues for Haiti's future. His
proposal regarding the Haitian army is constructive, unlike much of the
backward-looking charges, claims, and criticisms this forum sees. Haiti
needs to have more discussion and more constructive proposals on many
specific issues. Let's have more like this and less accusations and
arguments. Particularly noteworthy is his use of the "checks and balances"
mechanism to improve stability and avoid concentration of power in the army
or executive branch. Such  mechanisms are badly needed in Haiti, in my
opinion.
