My understanding about subs is that it refers to sub-grantees of the award
recipients. These are organizations / groups that are usually not qualified
to receive funding directly from AID. Examples include small Haitian
organizations & other groups.

There was also $500,000 in the D&G bag in 2003 for traffickiing in persons
and $720,000 in the 2004 budget.
