20051: Marassa: profound analyse of situation (fwd)

we have  domestic analyse of situation

la chute of Aristide is like a domestic dispute. wife being beaten by
husband, like always.(this works on a number of levels, no? )
neighbours (caricom) no want to intervene so they call police (int'l
community, fRance, canada, u.s.) to step in and break up nasty violence.

police come in and stop beating. but like always husband drunk with power
and he want to scuffle with police. so police slam him down and cuff him.
but, while subdueing husband, wife upset at how police treating husband.
wife attacks police, so police arrest wife too.
neighbours very upset. "how could police be so brutal?" they saying among
each others. they mad and want investigation. "police have no right" to act
that way. they forget that being police means monopoly on means of coercion,
which is force. and they forget that they call police cause they no want to
intervene. even wife calls 911.

when all said and done, wife and husband back together. when violence erupt
again, neighbours no want to intervene again. so they call police.

when will neighbours intervene when couple start to argue and prevent
violence? why they all wait until beating begins?
