I don't understand what General Hill was saying, that they would
confiscate any weapon from any Haitian unless they had a valid permit
under Haitian law.  Didn't we read earlier on that one of the last
things PM Neptune did was cancel all permits for guns in this
country?!!! A lack of communication somewhere? Or did I misunderstand?
