The book, "The Catholic Church in Haiti", by Anne Greene, 1993, Michigan
State Univ. Press, is  a fascinating history of the Catholic church-state
relationship in Haiti, with particular discussion of the church's role in
politics, J.C. Duvalier's removal, Bishops positions on various issues
including J.B. Aristide's role in politics and his election in 1990 and the
coup d'etat.

The church-state relationship has been changing in fascinating ways, but
perhaps more a constant than many things in Haiti. I don't remember what she
said about priest wages, and the 5 fold change you asked about is too recent
to be in there. However the book is full of facts and narratives of the
period 1986-1991.
