The Haitian constitution Article 24-3 section d
reads:
Except where the perpetrator of a crime is caught on
the act, no arrest by warrant and no search may take
place between six (6) p.m. and six (6)a.m.

The de facto government from Boca Raton arrested
Jocelerne Privert, former Inerior Minister from the
Aristide/Neptune government at 2:00 a.m.

I guess NCHR has a lot ok work to do.
