Hess is correct. Many Haitians are so far below poverty level there are no
boots or bootstraps. Until certain prerequisites exist, it's impossible to
reach a higher level. This is particularly true of urban life. Rural
people are
"dirt poor" but they have a broom and sweep the bare ground around their
houses
every morning. They keep human waste away from their homes, which are
often
bare, with nothing but a table, chair, cot, and nails to hang their few
clothes. That's in the countryside where there is some space. But in the
city,
sewage and waste accumulation are exponential due to overcrowding.
Dirt-poor
rural-origin people aren't in a position to do urban waste management, and
city
governments just don't do it. --nancy laleau
