I agree that food is much higher on the hierarchy of human needs than repair
of Haiti's urban civil infrastructure. People need to be fed before needs
of self-esteem can be addressed.
One wonders why unemployed, starving city dwellers do not emigrate to the
country where they can be fed. -- but that's another topic.

People working in concert for the public good are excellent substitutes for
ineffective government.
