And what's the alternative? Subsistence farming?  Haiti doesn't have the
infrastructure or security right now for better  paying, high tech factory
jobs like they have in Costa Rica.

One issue here is that international institutions have promoted  low-wage
jobs to the detriment of investing in any kind of agriculture or other  kinds of
development. No doubt factory jobs are a part of Haiti's future  economic
development, but ignoring everything else that can be done (is being  done without
the big institutions and nations major support) is the problem: it  makes
factory jobs seem like the only game available. This topic was  covered well
along time ago in the book "Aiding Migration" by Josh DeWind,  Westview Press
