Also, what connection does PromoBank have with Haiti's Central Bank?  Are
previous thefts (n.b., Banque Haitienne de Develloppment) of depositors
accounts (like mine in 2002) going to be redressed?   Or is it just a new
risk, and too bad about thefts by past central bank leaders and their
affiliates?
