When an army isn't at war, it trains for war.  That's an expensive
proposition unless the army is heavily laden with police-guardia,
civil/construction engineer, medical assistance and transportation units all
of which have civilian counterparts and whose "training" consists of
performing public works throughout the nation.  Haiti has more need of
engineer and medical units than infantry and armor, not so?  An "army" that
builds and helps rather than one that destroys or trains to destroy would be
both a source of national pride and employment.  It's soldier would not be
"expendable."  If Haiti must have an army, let it be one that helps build
the nation.
