In principle, I'd like to agree with Richard.
I just cannot deduct from his wording as to "who" he thinks is funding "what".
And it all depends upon the "who" as to whether their goals will be met.
Does he think the funding for the current violence is coming from Aristide
partisans?
How do we know that the people financing the current violence in Haiti are
not the same people who financed the revolt / forced removal of Aristide?
How do we know that the provacateurs in all the recent violence are not
collecting from the same paymaster?
The U.S. is famous for its dual-track approach to foreign policy.
Funding both sides of a sociological / political divide, as well as all the
gradations of difference in between!
- IF the goal is stability and peace, Richard is right. With all the
infighting, Haiti is only sinking deeper and deeper into the morass.
- IF the goal is self-rule, Richard is right. With all the infighting, Haiti
will forever require interventions from the outside and forfeit its right to
self-rule.
- IF the goal is development and reconstruction of a viable physical
infrastructure for Haiti, Richard is right. The continued infighting prevents such
progress forward.
- IF, however, the current violence is just another stage of Bush
Administration Policy to foster destabilization and chaos, who can say that they are not
succeeding?
