IMHO demands on the central government pertaining to the rebuilding of
public
infrastructure and providing necessities to ensure free public education
are
universally just and a proper function of government. La Tortue's
government
must certainly attend to public needs beyond PauP.
Construction of "up to 200,000 homes," is likely beyond the means of
Haiti's
government but it should certainly be able to assist by providing some
construction materials- and not just for the people of Gonnaives -- or
PauP. Some of the materials, plywood for instance, have already been
donated.
