Guyana: Haiti can't come back to Caricom
Haiti cannot rejoin the regional Caribbean Community as long as
rebels roam the country with impunity, said Guyana's foreign minister.
According to Rudy Insanally, Guyana's position is settled regarding
reintegration of Haiti into the community, also known as Caricom,
while rebels are parading around the country with all sorts of
consequences.
Armed rebels prompted ex-President Jean-Bertrand Aristide to leave
the country in February and still control much of the Haitian
countryside and are threatening to return to the capital if the U.N.
peacekeepers and Haitian police cannot maintain order.
In recent weeks, more than 60 people have been killed in
Port-au-Prince amid calls from Aristide loyalists demanding his
return.
The former leader -- currently in exile in South Africa -- has called
for elections ahead of the interim government's proposed voting in
2005. Aristide has said he would return to Haiti to resume his
presidency if possible.
