The solutions to Haiti's problems are not simple given their deep historical 
roots and the intervention of outside forces either in the form of invasions 
or the nature of foreign assistance.  Haiti does need stability for at least a 
couple of generations.  

In my opinion, there are only two solutions: a protectorate similar to that 
of the UN in Cambodia or simply letting what will happen WITHOUT external 
interference of anykind including foreign assistance programme.  Both are
unlikely.

The root of Haiti' s environmental problems is poverty and a population too 
large for the exisitng resource base.  Some partial solutions might be: the 
development  of niche agriculture based on the exportation of high revenue
exotic 
fruits and spices such as mangos and vanilla; organic agriculture and 
ecotourism; and heavy investmant in rural infrastructure including terracing 
and

reforestation.  Clearly imported wood should not be taxed and butane and 
propone

use and stoves should be subsidized.  Haiti needs a Haiti specific "new
deal' 
like what FDR undertook in the 1930s.

Until the poor can eat and save there is little hope.
