This is so insidious and representative of Haiti's problem people (the
minority who oppress the majority).  While they look for reasons to misuse
high-interest loans, the majority of Haitians are doing what they can to
survive, and wishing the efforts of local leaders would be left alone.  Not
subsidized, just left alone.
