Haiti's actually has had a few referendums. Both the 1917 and 1987
Constitutions were approved by popular vote. The vote for the 1917
constitution seems a little suspect since less than 150,000 persons
participated in the election. Referendums were also a popular tactic during
the Duvalier years, with fradulent referendums in 1964 and 1985.
