Haiti needs a police department. A police department must be trained and
armed to enforce laws that serve the public interest.  If the police
organization recruits criminals, it will be not bean organization that
serves people but an organization of trained and armed criminals and
predators.  Criminals, police, teachers, doctors and  pastors are people.
People form  their attitudes, learn moral values and develop character from
their childhood experiences.  What are Haitian parents teaching their
children?
