Why would Jean Claude Duvalier be tried in an international court for
alleged crimes germane to Haiti such as stealing Haiti's money or crimes
attributed
to the Tonton Macoutes in Haiti?

Wouldn't there be a jurisdiction problem with that?

Any international jurist on this list, or anyone knowledgeable in
international law?
