Some US cities have surpassed 620 killings over nine months.  I am unaware
of any government decree that they be evacuated.

NEW YORK -- Big cities were less deadly places to live in 2004 as murder
rates declined in several urban areas, including New York, Chicago and
Washington, D.C., according to a survey by The Associated Press.

Countries, like cities, have troubled areas which are easily avoided by
travelers -  residents are not so lucky.  In the states, residents who do
not "drop a dime" on their area's armed miscreants are supporting them and
ought not complain.

In Haiti, to whom does one complain?
