    It's increasing greed and thirst for power.
    I saw a huge increase of the above, even in the kids, since last year,
in inverse proportion with deterioration of country's civility.  Sad.
    This is all these bureaucrats have to extort dollars from people they
assume have them.
End of story.  When will people stop trying?
