I fail to see the argument that you are making. Additional service providers
increases competition and drives down rates. It also provides new jobs.
There are a lot of problems with the private sector in a lot of areas
(protecting the environment for example), but private service of
telecommunications in Haiti has allowed both cell and internet industries to
develop when infrastructure would have otherwise inhibited this.
