I am asking the question:   Has anybody in Haiti and the US thought of
defeating the kidnappers at their own game?

Families in the States and Haiti are having to come up with hundreds of
thousands of dollars to pay ransoms.  All Haitians and Haitian-Americans
(including Mr. Simeus) could start a "Bounty Fund" with reward of 1 to25
thousand dollars for informants leading to the capture of wanted
kidnappers/carjackers and their associates.   There would be set rules and
various rewards depending on what is found at the given sites:  weapons,
stolen cars, kidnapped people or items belonging to kidnapped people, drugs
etc...

The little guy in Bel Air or cite soleil will not risk his already horrible
life to inform the UN.  However, he would do it for a nice reward and a
relocation to his place or origin (90% of slum dwellers have immediate
relatives in the provencial villages).  If the criminal comes from a better
off background, he is bound to have cooks and maids who will sing for a
reward.

If the United States, Canada and France really wanted to help, they could
even throw in a dozen of so political refugee visas as rewards for the head
of some of the biggest fish.  Of course, the person bringing the information
would still have to have no criminal records, no contagious diseases and all
the other stuff regular immigants have to  prove as well.  If they did, they
could pass on the visa to a next of kin who qualifies.
