A necessary precondition to implementation of such worthy pursuits is to
deal effectively with those who would impede them.

Second Amendment notwithstanding, in the 19th century American west, some
towns hired lawmen to enforce public order "by  killing folks who insisted
on violating the local ordinance prohibiting the carrying of weapons."

 "The Chief of Police (Bill Hickok) has posted up printed notices, informing
all persons that the ordinance against carrying fire arms or other weapons
in Abilene, will be enforced. That's right. There's no bravery in carrying
revolvers in a civilized community."  Extract from the Abilene Chronicle,
June 8, 1871.

Maybe such should be the case in Haiti.
