I agree with everything you said. However I found no solution in your post
as to how to immediately, presently deal with armed chimeres, armed bandits,
kidnappers actually acting, today as we speak, in Haiti with practical
impunity.

You indicated what not to do: do not invite Rambo.

You delineated some fantastic long term solutions for Haiti. Good.

I take solace in believing that the armed Lavalas gangs and other
opportunistic criminals would have been more powerful and more dangerous if

still in the palace, nevertheless, can you now suggest some short term
solutions. If not "du jour au lendemain" solutions but "du jour au mois de
Novembre"
for instance?
