Here is an intersting site about Roger Noriega's long legacy in Latin America and his many infamous statements filled with Orwellian double-speak:

And who can ever forget his other infamous statements? For example, in an interview with Chris Bury of "Nightline" Noriega stated, "[Aristide} is not a typical Haitian, thank God," not to mention his statement about Hugo Chavez's love for the poor, i.e. he must really like them since he created so many of them!
