Richard Morse
Hotel Oloffson
P. O. Box 260
Port-au-Prince, Haiti

Dear Mr. Morse:
I regret that my responsibilities in the Committee on Ways and Means
prevented me from remaining beyond our greeting to meet with you in my office
during
your visit today.

It is good that you had the opportunity to meet with George Dalley, my
Counsel and Chief of Staff, and with Andrea Corey, the Rangel fellow interning
in
my office, to discuss the present situation in Haiti and the need for
assistance from the United States to prevent the further decline in the
economic
 and
social conditions in the nation. I appreciate your taking the time to come
to Washington at this critical time as advocates for action prior to the August

recess to enhance our bilateral trade relationship to preserve Haitian
manufacturing jobs and to provide funding for increased security and capacity
in

preparation for the election scheduled this fall.

George has briefed me on your meeting. You make a compelling case for my
support and you will have it in my search for an appropriate Congressional
response to the critical situation in Haiti.

Sincerely,

Charles B. Rangel
Member of Congress
