It is known among people who live in the districts who the
gangs/kidnappers are. Two brothers who were busted out of the Gonnaives
jail having been convicted as the triggermen for a
very high profile assassination live in another impoverished zone,
move around alot but are known as some of the gang heads and
masterminds.
If neighbors and others are privy to this how come these two and the
other gangs are functioning with such impunity. Along with the
kidnappings, other assassinations, targeted murders
have taken place--a doctor, an engineer. One followed from the airport
on his return from the United States. They crossed gang members?
Port-au-Prince is relatively small. That gangs continue to terrorize
the whole country is a bafflement (let alone that the UN is on the
ground).
What is the advantage to allowing these gangs to continue to operate?
(This will keep the UN there?)
Someone lurking knows the answers.
