26034: Morse (thoughts) Justice/Corruption

It seems to me that Haiti, right now, is continuing along the path of
unresolved judicial cases, strange arrests and unexplained releases (Jean
Dominique
and Chamblain to name two. Other cases have been brought up by different
members of this list) If this situation is not addressed it will continue into
the next government much as it has continued from the previous government.
The same thing goes for government corruption. There are people whose
presence in this current government is blocking international aid. If these
issues
of corruption are not addressed before the next government comes in it will
be seen as an invitation to continue <business as usual>. It will also create
the impression that the international community is turning a blind eye to
corruption and justice. There are only a few months left to act. We can't just
focus on trouble in the streets, violence, kidnapping etc. We have to address
what's known in the States as <white collar> crime in the government. If aid
and investment dollars are diverted then how do we progress? If Haiti is
boycotted financially because of a few corrupt people, then how do we
progress?
