Just think how many would vote for a candidate
whose only platform was free schooling for all children 1st to 6th grade?
In
addition he could commit to giving secondary school scholarships to those
attending subsidized elementary schools and scoring in the top 10% on the
national 6th grade exams every year.

As a person who failed the 6th grade exam (Certificat d'Etudes Primaires) and
who ended up working in academia and getting advanced degrees from one
Mid-western Big Ten and one East coast Ivy League school, I oppose the use of
the Certificat d'etudes Primaire for anything.

Test scores don't make people. All children deserve quality education.
The top 10% of a test score at the age of 10 or 12 has no correlation with
success in life or deserving special treatment. Exams in Haiti should be
eliminated.

They are a farce.
