We hope you will take a look at the sample letters below. They are being
distributed by the Campaign to Restore the Rule of Law in Haiti. Each letter
can be printed, signed, sent by mail, fax or email, and you can use the
language to write your own letter.
The letters can be used to express your outrage that the Interim Government
of Haiti refuses to apply the rule of law and the ruling of Haiti?s highest
court allowing Mr. Dumarsais M. Siméus to participate in the Presidential
election; is unable to organize and manage an open, free and fair election
in a timely manner; and is unable to resolve the human rights conditions in
the country. These conditions pose a great threat to Haitians in Haiti and
to US interests.

Haiti is at a crucial time of its history, trying to weave a delicate
democracy while fighting against the deadly forces of the status quo. These
forces continue to breed a cycle of corruption, violence and poverty. The
resulting instability in the region poses a threat to the United States
national security and to the lives of Haitians now victims of human
smuggling on the shores of South Florida.
The current electoral process is plagued with corruption and disregard for
the rule of law and is in a dangerous course toward failure. On September
23, 2005, in blatant violation of the electoral laws, the Provisional
Electoral Council has illegally stricken from the list of eligible
candidates the only pro-democratic reform candidate, Dumarsais M. Siméus.
This decision was challenged by the candidate and, finally, on October 11,
2005, in a unanimous vote of 5-0, the Supreme Court ruled in favor of Mr.
Dumarsais M. Siméus clearing the way for this candidate to participate in
the elections. Up until now, the Provisional Electoral Council has refused
to respect the ruling of Haiti?s only constitutional body, the highest court
of the land. Finally, on November 9, 2005, the Provisional Electoral Council
released a list of 38 candidates approved to be on the ballot, only to defy
the Supreme Court ruling hours later by removing Messrs. Siméus and Samir
Moura for reasons presented by an illegal Commission created by the interim
government.
The interim government in Haiti has opted to follow a path that defies the
call from Secretary of State Condoleezza Rice and Secretary-General Kofi
Annan to have open, free, and fair elections with all candidates who wish to
participate. This government continues to enjoy the financial contributions
of its diaspora and of the donor Community without making progress towards
good governance, and to deny all Haitians their natural birthright as
confirmed by the Supreme Court.

candidates to participate in the upcoming election are an affront to
