dear Readers and Mr. Cote:
I tried many times to find the useful report just cited by Mr. Cote of the
Economic Commission for Latin America and the Caribbean (ECLAC) but the link he
provided does not connect me to the report. the ECLAC website appears to have
a wealth of background information on Haiti and reports recommending
development plans of action, but I found the website clumsy to use and
difficult to retrieve information. I ask Mr. Cote to please provide a better
link to Mr. Gert Rosenthal's report, or else just post the text of the report
here.
