1. In a letter dated February 1, 2002, the Government
of Haiti asked the OAS Secretary General to consider
the formation by the OAS of a potential commission of
three legal experts, including one from CARICOM, to
accompany the Haitian justice system in their
investigation of recent violent events including two
attempts to overthrow the government and after
violence, and other acts of political violence.
...The President called upon the judicial and police
authorities to redouble their efforts in the
investigations of the deaths of Jean Dominique,
Brignol Lindor and other victims of politically
motivated violence. In the case of Lindor/Duverger,
four arrests have been made and 20 warrants have been
issued by the investigating judge. President Aristide
dissolved the municipal cartel of Petit-Goave,after
allegations that the deputy mayor of that city was
involved in the Lindor incident, in accordance with
Article 79 of the Haitian Constitution. [i]

"As well, we insist that investigations reach
conclusion. Whether it is about journalist killings,
like Jean Dominique, Jean-Claude Louissaint, Brignol
Lindor, or the investigation related to Mayor Fernand
Severe's killing, or about the incidents that happened
last July 28th, or December 17th, and finally, about
any violation of human rights."
