The 2000 Peruvian presidential elections addressed a similar, but
backwards, issue. Then President Fujimori was poised to take/steal a
first round victory. Domestic and regional pressure pushed a second
round.

I believe most places in the hemisphere do not count blank votes toward
the total necessary to avoid a second round. That would be irregular.
