Not so, Sir.
The electroral decree, article 185, states that "Sont aussi valides et comptabilisés les
bulletins ne comportant aucun choix." Therefore, a vote with no choice is a valid vote
and will be counted.
No one said anything or cared about this article when the decree was issued in February
2005, n'est-ce-pas, so why questionned it now?
