Sorry! You have an error in your calculations.
There are only about 80 000 uncounted votes in the "Ouest" not the 200 000
you mention. This is not enough to drag the total country average back over
the 50% mark. Incidentally you cannot tell exactly from the information the
CEP supplies just how many ballots remain to be counted. The percentage they
mention (89.64% counted in the "Ouest) refers to reports rather than to
ballots.
On the blank ballot ("Blancs" in this context means blank rather than white)
question I note that they are considerably more frequent in rural than in
urban regions: countrywide 4.68%, Port au Prince 1.37%, Abricots (my home)
10.58%, Jeremie 5.18%, total Grand'Anse 7.2%, Les Cayes 2.18%, total Sud
5.78%.
There is a clear relationship: more rural, more blanks; more urban, less
blanks.
Rules should not be changed in mid stream. I do believe that they should be
changed before any new election. Blanks clearly belong with the spoiled in
the invalid column.
