But this is not the norm in the hemisphere (or most other places I
suspect). Russia does offer none of the above. Some countries have a
provision that if greater than a certain percentage of the vote goes to
NOTA then the election must be rerun.

For my purposes the questions are:
1. Is this consistent with previous Haitian electoral laws?
2. Was a stated justification (press conference or other mechanism)
given for this provision which seems strange?
3. Can someone post information on previous national electoral laws and
a link to the current in its entirety?
