I don't recollect much change in the U.S. position on Haiti when we went
from the Clinton administration to the Bush administration. I believe there
was
a list of 8 points that Aristide had to address before entering into a better
relationship with the U.S.. That list was written up towards the end of the
Clinton's second term. JBA. did have some backing in the US Congress. I
personally don't equate supporting JBA with supporting democracy in Haiti.
Washington didn't do <what was easy>. <Easy> would have been to send money and
close their eyes.
