Interpol arrests in Brazil fugitive wanted in DR for
lottery fraud

SANTO DOMINGO.- Frederic Mazourka, the Haitian who in
1997 fled the country when a fraud was uncovered for
more than RD$90 million against the Dominican National
Lottery, was detained by the Interpol in Rio de
Janeiro, Brazil.
According to a publication of the digital version of
Brazil?s Jornal newspaper, published last Friday the
17th, Mazourka is in that country since May, 2005,
where he entered with a forged certification of
non-criminal records.
According to the Brazilian newspaper, Mazourka was
investigated by Sao Paulo?s Civil Police, where he was
accused of removing equipment of a night club in which
he is a partner, without the other investors?
knowledge. After this incident the partnership was
disbanded.
The newspaper reports that in Rio de Janeiro, four
months ago Mazourka appeared as a promoter of soccer,
but did not do well in that area, but managed to win
the confidence of important personalities of that
sport.
Mazourka was arrested in Dominican Republic in the
middle of 1997, at the start of president Leonel
Fernandez?s first administration, accused of
defrauding the National Lottery for RD$90 million,
which according to the authorities, was carried out by
altering the Lottery?s drawings.
Nuria Piera, in her Channel 9 program revealed the
fraud scandal in which Mazourka was involved.
According to the accusation, Mazourka had a mechanism
placed underneath the roulettes, from which the
numbers of the drawing were extracted, so that the
largest prizes were won by the numbers that they
predetermined.
Together with Mazourka were accused the Santiago
industrialist Norberto Taveras; Manuel de Jesus Antún
Batlle (brother of opposition Reformist Party
president Quique Antun); the then Army major Pedro
Julio Goico (Pepe Goico); as well as technician Mario
Nez, Police colonel Manuel Cruz Madera Juan de los
Santos, Rómulo Marte and Agustín Pimentel, among
others.
The group was indicted but National District Second
Instruction Court judge Víctor Martinez cleared the
group, alleging that it was political persecution.
While in jail, Marzourka alleged became ill and was
hospitalized in the Abreu clinic, but after 63 days
escaped from there on August 3, 1997, with a National
Police agent who was guarding him.
He supposedly fled to Miami and since then there has
been no concrete news of his whereabouts.
Mazourka fled from Haiti in April, 2004, two months
after the ouster of president Jean Bertrand Aristide,
whom he served as a business liaison.
Once he arrived in Brazil he stayed in the residence
of George Antoine, an old friend of Arab descent like
himself, where he lived until six months ago when he
moved from Sao Paulo to Rio de Janeiro.
Antoine is honorary consul of Haiti in Sao Paulo,
since the Francois *Baby Doc? Duvalier era.
