It isn't just about profitability or safety. Each airport in each
city/nation-state has a limited number of gates. Airlines need the
infrastructure to use
those gates. The airline and the airport need to conform to certain rules
(like only a certain number of flights from/into a specific country,
availability
of food services, fueling, maintenance, standby crew, etc.). Sometimes an
airline will reach an agreement with another airline to share services at a
given
airport. These rules are a combination of the nation-state's requirements and,
in the case of an American airline, the FAA's requirements. And each airline
has to bid competitively on the gate. So it isn't all that as straightforward
an issue as tourism numbers.
